There are different mailing lists for the different subsystems/parts of the kernel. The MAINTAINERS file and scripts/get_maintainer.pl in the source code list them.
Not sure about RFC Patches and existing bugs in bugzilla. Please point me to the relevant web page.
RFC in this case means "request for comments"; these are just patches that are not finalized/applied to the subsystem maintainers' git trees yet. Bugzilla (http://bugzilla.kernel.org/) is currently not available. HTH, Jonathan Neuschäfer
