I work on ARM based systems so I cross-compile and use a physical board. If i may ask which ARM based board you prefer?
I tend to develop drivers as modules, so that if it crashes , I can reboot the board and things stay sane.
When I'm working on stuff that isn't a driver and can't be in a module, then u-boot (the bootloader) is my friend.
