OK, the problem is stranger than I imagined.
After rebooting my dom0 (the mailing list runs in a Xen guest), crond stopped running cronjobs in the Xen guest. Once I restarted crond (and exim, out of paranoia) logrotate started running again and the mail queue started being pushed out.
I have no idea yet what causes crond to stop running after a dom0 reboot (and guest save/restore), but will be looking into it...
Thanks, it seems to me any message within CABI thread and more are delivered correctly. However, some messages are now lost from the archives. It is unclear whether its factor is same, or not.
