Meaning of Task in TODO file

Hi,

I am trying to improve the driver drivers/staging/rtl8192e/

In the TODO I can find:

* Remove the HAL layer and migrate its functionality into the relevant 
parts of the driver.

Does this mean to merge the modules rtllib with r8192e_pci to one module?
