unretiring CubicSDR from Fedora rawhide

CubicSDR is available in F33 rawhide now, but that's 6+ months from being
released.  I've built this for Fedora 31 and Fedora 32 using copr.

$ sudo dnf copr enable mdomsch/CubicSDR
$ sudo dnf install CubicSDR

You'll want to uninstall this when you upgrade to F33, and re-install from
the F33 repos at that time.

To do this, I've used the wxGTK31 packages from
https://wiki.codelite.org/pmwiki.php/Main/WxWidgets31Binaries#toc3, along
with backports of liquid-dsp and CubicSDR packages from rawhide.  The
wxGTK31 packages required minor BuildRequires changes to properly build on
F31 and F32.
