Major update to klog

I noticed that klog had not been updated in quite some time. The new
version appears to be very different from previous versions (does not
require hamlib so doesn't control your rig).

The current version also uses a bash script to setup skeleton files in your
home dir where the new version no longer requires that, it will download
cty.dat through the program itself...

So just to check, before I build packages, is there any reason I should NOT
update F25 and 27?
