Packaging wiki out of date

Does anyone find this useful at this point? I think the only thing worse
than not having this, is having it horribly out of date.

If I can find some time I may update it a bit but if no one uses it, then
perhaps it's time to remove it?

>From a new package review request point of view, how about a tracker bug
that everyone interested in new packages can add themselves to? There's
also a bunch of "magic" fields in bugzilla which I'm not very familiar with
that might do a similar job.
